New York State Power of Attorney (POA) requires two disinterested witnesses with valid identification if the signer is completing New York Statutory Gift Riders.
The signer/principal must have valid ID and be mentally competent.
The signer must have read the documents and be competent enough to show that they clearly understand what they are signing. For hospital signings this is very important to know! It is acceptable if the signature is not perfect.
